If it is foaming, it sounds like it is sucking in air somewhere.  Check the intake side of your pump system thoroughly.  Foamy hydraulic fluid is full of air, so it compresses and can't transfer power.

I don't think its sucking air it wont do anything.Stabilizers wont even go down. I am not sure what valve people are cleaning and where it is. It just seems to be circulating and not building any pressure at all. What holds the pressure in the valvebody of the controls? Thanks for the idea though I will check again.

First let us see if we are talking about the same control valve.

When you look at the left portion of the picture, the lower left line is labeled as Hyd In.  The portion of the control valve that is just above that and to the left holds the Relief Valve.  It has a screw plug with an allen wrench removal slot.

Here is a picture of the relief valve assy.

I took one out that looks like that on the right side….but I don't think I got it all I think the “piston” with the o ring is still in there. Maybe that is stuck. Its raining now but I will look at the left again to see if I missed it tomorrow. Thanks for the picture that will be helpful.

Got it working. Think the valve was stuck. You were right the hoe was off the tractor and i took the back cover off so the valve was on the right. Now that its working the  the  control valve for the boom is leaking out the botom cup. I figure the seal is gone. Can you buy rebuild kits for those or do you need to buy the whole valve assembly? Im going to take the valve out tomorrow and see what it looks like.

I have oil leaking into the spring area. Im thinking those are seals just above the spring? The orings should be easy to get but the other ones look like squared orings? Do they make kits or where can I get them. Thanks

In the photo, the others look like cup seals to me, but I could b e wrong.  Still, most of these valve parts are kind of standard and a hydraulic shop should have them.  If not, you can probably find them at McMaster-Carr or MSC Industrial Supply online.  You just need to get accurate measurements fom the old ones and they'll be able to come up with replacement parts.  I'd start by checking with the Jinma dealers here, they may have some parts in stock.
