            That is a single acting cylinder. It is only under pressure while it is extending. The piston gets pushed back in by the force from the opposite cylinder.

            That weep hole is used to expel any trapped fluid that might leak past the piston seal. This is to protect the wiper seal on the rod from being blown out.

            You most likely have a blown piston seal inside and the cylinder would have to be taken apart to replace it. If it is even possible to take it apart. From the picture I can’t tell if the there is a gland nut on the rod end.

            Finding parts may be difficult, and most likely you would have to remove the cylinder and take it apart so the seals and rings can be measured.

            A good hydraulic shop should be able to do all that, but be prepared to pay $$ for it. Some shops won’t even look at a cylinder like this.

            More than likely unless you do the work yourself the repair will cost more than a new cylinder. I would check with any of the online Jinma dealers to see if they can help.

              Is that a steering cylinder? I know this is apples and oranges but a factory seal kit for my log splitter was 200 bucks, I measured and guessed and got a generic repair kit off amazon 10 bucks perfect fit. so it might be well worth measuring and doing some searching around. oh what tractor is that on?

                thanks for well written answers.  

                It is a swing cylinder for a JW-03 backhow. ( Not a 3 point hoe, frame mounted) After I got into it, it was pretty easy to remove and take apart. Neither Affordable or Circle G have the parts or cylinders but they were quick to reply. Main part mine needs a 40mmx50mmx8mm seal. Easy to find it seems. There was a pile of contaminants in these so I may have a big job flushing it all.

                ( For anyone searching down the road; swing boom away, strap it for safety.  Remove the 2 bolts on each side which are partially blocked by the inboard attachments of the stabilizer legs. Lift bracket above both HYD cylinders up a couple inch, pull cylinder to the rear and undo the single line.

                  just as a thought you might want to consider one of the chinese tractors I have had just a filter screen I believe on the return line for filteration. I had no idea what the micron rating was . So I bought a approperate filter housing and a 10 micron hydraulic filter with a more than ample flow rate and replaced the screen filter. If you have room to do this it might be a improvement from stock and easier to repalce a screw on filter than to disassemble a filter housing and clean the screen and dump the whole hydro system. since you will need to drain the system now would be the time to consider this.

                    Thanks Dave, I had previously done a lot of modifications on this hoe. I detailed one on CTOA for fixing the issue of the how lifting when pressing down with the bucket which worked great,but it since had disappeared  from the site. One of the mods was probably similar to you, I installed a screw-on filter.  However over the years it has occasionally had to stay outside and have only changed the fluid in about 2011 so I see some proof of water inside of this cylinder which is no bueno!

                    An odd thing is that when I took the cylinder apart the C cup seal seemed to me to be in backwards! I took a picture when I removed it. Perhaps I am backwards but pretty sure that the “open” or lip side of the seal is supposed to face the pressure or fluid side so the pressure helps push the seal against the wall of the cylinder.  I might pull out the second cylinder to check if that one is in the same direction as the whole syy seems to need flushing anyhow.

                      as best as I know ,yes the spring around the seal lips goes toward the pressure.  I have seen where two seals were stacked for some reason and the same direction on both were as above also. yeah 14 years is beyond the best used by date. hahahaa
