        The priority valve makes sure you have steering before anything else,so that could be your problem,follow your hydraulic lines it should leave the pump and go to the inlet of the loader valve, out of the loader valve to the priority valve, from the priority valve to the steering box and to the rear 3-point.You may need to get a gauge to confirm whats going on.I'm assuming your tractor has 1- hydraulic pump for everything

          Thanks Tommy,ya it only has one hydraulic pump and its mounted near the altenator at front of tractor ,lines are  routed the way you said,just wondering if i should take the divider off and check it out?

            You can take it off and try to clean it , if it does not work I keep them in stock

              The first thing that I would do is to install a pressure gauge between the pump and the FEL valve to see what is going on.
