Have you figured this problem out? If not i would take the top of your transmission off and see what is going on. It is very easy to remove the top plate, just take out all the bolts that are around your gear shifter and it will come right up and off. Also do you have 1st gear?

I take it this tractor has a shuttle shift ? If so it could be a broken pin in the side plate,or a bad cable, miss adjusted cable,or a bent fork.
