The engine has a flat bottom sump and the oil pick up strainer is in the center. The engine holds almost four gallons (three cylinder engine). Is there a possibility the dip stick is wrong? I've had my dozer up and down trench walls that have pegged the inclinometer with no issues

There is a reason for the specific oil recommendation. Why can't your supplier get Tellus 32? Where are you purchasing the oil?

As I asked before, does your left saddlebag reservoir have a sight glass? This is where oil is stored for the shuttle clutch. This reservoir holds about seven gallons.

Curious what oil you are using in the engine?

12 to 15 psig is fine for low idle on a warm TY series engine.

What is the pressure at 1,800 r/m on a warm engine?

Are you talking about engine or shuttle clutch oil pressure?

There is no windage tray in these engines or transmissions.

First, make sure the relief valve isn't blocked open by debris, and that it is set correctly. Also a possibility that the O-rings in the selector (F-N-R) valve have failed and the oil is by-passing at that point. Being on a slight incline shouldn't matter except when you check the oil level. Do you have a sight glass in the left saddlebag reservoir?

Closest match to spec is Shell Tellus 32 (preferred) or Tellus 25. Rotella is engine oil – not recommended in this application, I don't care what the dealers say. wink

Note: You won't need a 5,000 PSI gauge to test the clutch hydraulic system, a 200 PSI gauge will do.

Shop tip if you didn't already know: It's easy to tap into a hydraulic system anywhere there is a banjo bolt used. Simply drill and tap for 1/8″ NPT in the center of the hex head. Install a high pressure needle valve and a 3,000 PSI gauge. When you are done testing, install a 1/8″ NPT steel pipe plug.
