Yes, it's doable, but consider:
1) Any ROPS certification will be lost unless you are a certified welder.
2) Are you short in stature?

3) The sweeps will also have to be shortened.

You can take lead readings to determine the actual clearance between valves and piston, and head and piston, then you can determine how much material you can safely remove. It your post you are using the numbers one-and one-half thousandths of an inch and two-and-one-half-thousandths of an inch. That's not very much at all. If the machine shop used an accurate straight-edge, they could determine easily enough how much material to remove safely with a feeler gauge. I would try a different machine shop, their lack of knowledge kinda scares me. Usually a 0.005″ to 0.015″ cut is sufficient to eliminate any warpage without issues.
Also, when tightening the head, do it in two stages following the sequence each time. First, torque to 75% of the full value. Second, torque to 100% of full value. Make sure all threads are clean.

That is not a common problem that I am aware of. If the right steering clutch won't disengage, then the machine will not turn to the right. Same if the brake/steering clutch operating sequence is out of adjustment. The symptoms you describe have been noted in machines that have been idle and stored outside for extended periods.
It would help to know whether it has pendulum pedals or direct link pedals.

Are you barring the engine over by hand using a pry on the ring gear teeth? I have witnessed a case where the ring gear was cracked and just spun on the flywheel. It wasn't on a Chinese tractor, but it led to some head scratching. Watch the flywheel as you pry on the ring gear teeth.
