Let's be sure that you don't hurt yourself or others. You said that you were going to a tractor supply place. Is that were you got your fittings for connecting the gauge? If not, are you sure that they will handle the high pressure of a hydraulic system?

With the engine off, pull up on the PTO lever to engage. Start the engine. Does the PTO shaft turn now?

What is the condition of your engine oil?

I think that you need that pressure gauge installed to safely pursue this problem.

My suggestion is that you do both.

take the wire off the bar and be sure that it isn't in a position to short out. Now try the starter and see if it still blows a fuse.

I am not an expert, but it looks to me that that is the type of fitting that takes the 'rubber-wrapped washer'. Can't remember what it is actually called.

I just checked 3 new glow plugs that I have as spares for my Jinma 284. They each read 2.3ohms.

What makes you think that it is the solenoid?
Have you tried cleaning the solenoid?
