      normally the open side with the spring around the seal lips will go towards the oil side of the case , and I would say the washer would then go on then the lift arm. This is what I would assume.

        well with the tank repair everything worked out ok , been a few days and I see no further leaks . I  must have brazed up a dozen pinholes. All went well with lining the tank with rede kote looks like very good adhesion to the sides and bottom. So hopefully this will be the first and last time tank repair.

          well I talked to the local tractor guy and he suggested to use the rocks , tumble and rinse then take oven cleaner spray and spray  it down good let sit for a while and see if it cleaned the tank well enough. And yeah it did a pretty good job. So I washed it with acetone and used red kote to line the tank . then used harbor freight aerosol bed liner spray on the outside of and I guess we shall see.

            I think that is all that is left to replace, the only suggestion I have is to take it apart first and see if there is something stupid easy fix. good luck

              I hate to just throw parts at stuff too , but at this point what else could it be?

                see if turning the 3 pt. oil control valve knob all the way down and back off maybe 1/4 turn and see if it changes your steering,( i guess you could be by passing thru the 3 pt.) but I think you got something with the steering wheel shake and the 3 pt. working better, it makes sense things are not aligning up right there and by passing the flow i guess. I might not hurt just to know if you plumb in a pressure gauge( could be temporary.) on the high side so you can monitor what is happening and when.

                  I assume that you have looked at the fluid level and possibly the filter screen or filter, what type of fluid are you using you might need to go to a lighter weight aw-32 should be ok if aw-46 is giving you issues if you are using utf that will be to heavy in winter in some units. I think you have a common sump system so you have just one pump to power things, so if you can figure out it should take care of both problems.

                    I would take the orginal  alt. to a good shop and see if they can see what is wrong with it. if they can not fix it I would ask them if they know of a sealed alt. that will bolt up. Now if you need more amps to run accessories the single wire delco is a good way to go. And ask about the sense wire hook up so the alt. will kick in at a lower rpm.

                      I have two chinese tractors a 2006 foton ft504a  and a 2005 le204a dong feng, those are both metal. yours could be different , I think the farmpro is  a jinma.

                        I was just thinking it might be a good idea to pour the old fuel into a jar just to see the condition of the fuel tank as if it is rusty it will end up in the filter. let it sit for a min. and look to see if it has any water also.
